William S. F. Cole is an economist, accountant, researcher, and public sector professional with a strong commitment to advancing economic development, financial accountability, and institutional excellence in Liberia. As Chief Executive Officer of FLEX-Lib, he provides strategic leadership aimed at promoting innovation, financial literacy, organizational growth, and sustainable development solutions that empower individuals, businesses, and communities.
Born and raised in Bong County, Liberia, Mr. Cole's journey reflects resilience, determination, and an unwavering dedication to education and public service. He graduated as Valedictorian of Christian High School in Monrovia (2008) and later earned a Bachelor's Degree in Economics with a minor in Accounting from the A. Romeo Horton College of Business and Public Administration at the University of Liberia.
Mr. Cole began his professional career in education, serving as a teacher and mentor in several public schools across Liberia. His commitment to academic excellence led him to graduate as Valedictorian of the Zorzor Rural Teacher Training Institute (ZRTTI) in 2012, where he received formal training as a professional educator — experiences that strengthened his leadership abilities and deepened his passion for human capital development.
Over the years, he has built a diverse professional portfolio spanning public administration, financial management, research, data analysis, community development, and institutional governance. He has served as Research Officer, Resource Officer, Data Entry Specialist, and Assistant Reporting Controller — contributing to policy research, financial reporting, budget management, public sector accountability, and organizational development initiatives.
As an accountant and public sector practitioner, Mr. Cole has played key roles in strengthening financial management systems within government institutions. His expertise includes budgeting, financial reporting, payroll administration, tax compliance, data analytics, and the application of international public sector accounting standards. He is also skilled in Microsoft Excel, SQL database management, and technology-driven solutions that improve operational efficiency and decision-making.
At FLEX-Lib, Mr. Cole is focused on leveraging finance, technology, research, and capacity-building to address developmental challenges and create opportunities for inclusive growth. His vision is to build a dynamic organization that supports financial literacy, entrepreneurship, institutional strengthening, and evidence-based decision-making throughout Liberia and beyond.
