The NCCRM Act (2022).

Section 2.3

Objectives and Purposes of the Early Warning Response Center

Within the general framework of ECOWAS, Member States agreed that, to maintain regional peace and security, each Member State shall establish an Early Warning Response Center to detect, monitor, respond, report and — when necessary — avert any activity, condition or situation which might have the tendency to ignite conflict. Specific objectives include:

  • Monitor, coordinate, track and follow up on the implementation of all response actions based on the thematic framework.
  • Ensure the establishment of the thematic working groups as indicated herein.
  • Strengthen the capacity of sub-national and local-level early warning response systems.
Section 2.4

Regulations by the Center

The Center has the power and authority to make regulations relative to its internal operations and interactions with domestic and external bodies, individuals and staff, including:

  • The conduct of its affairs, meetings and proceedings.
  • The manner of interaction with donor agencies, financial institutions and contributing partners.
  • The general manner of execution of the mandate of the Center.
  • A code of conduct for the governance of the Center.
  • Other regulations and guidelines required for a proper, coordinated early warning response mechanism.
Section 2.5

Reporting Framework

The core mandate of the Center vests in its reporting mechanism. Accordingly the Center shall:

  • Produce regular reports from data on threats to human security — sources include ECOWARN, open sources, national early warning alert systems and the LERN platform.
  • Submit reports on a schedule determined in consultation with the Board: monthly situation reports/scenarios, occasional alerts and annual reports.
  • Prepare reports to generate response action, submit them to the Board of Directors for approval, and share them with relevant institutions of government.
